How to find candidates without LinkedIn Recruiter
A Recruiter seat buys three specific things. This is what each one is worth, and what to do instead of buying it.

The short version
You can. A free LinkedIn account still searches profiles out to your third degree, and that's where most in-house hires come from. What the seat buys is reach past the third degree, InMail credits, and twice the filters. Without it you work through colleagues, alumni and community lists, published work, and email.
Where free LinkedIn stops
LinkedIn publishes the difference between the two seats itself. On its Recruiter Lite versus Recruiter comparison , Recruiter Lite reaches “up to your 3rd degree connections” with “20+ filters” and 30 InMails a month, while full Recruiter reaches “LinkedIn's entire network of over 1 billion professionals” with “40+ advanced search filters” and 150 InMails a month, with no price printed on that page for either tier.
The seat is three purchases in one: reach past the third degree, message credits, and filters. None of it is the profiles themselves, which a free account can already read and search.
There is a fourth constraint that LinkedIn will not quantify. The commercial use limit throttles free search when your activity “indicates that you're likely using LinkedIn for commercial use, like hiring or prospecting”. The same page says LinkedIn is “not able to display the exact number of searches or views you have left and we also cannot lift the limit upon request”, and that free usage resets at midnight Pacific on the first of each month. So spend a month of free searching on named people rather than on browsing, since you cannot see how much is left.
Then work out what the seat would buy you. If the people you hire look like the people you already employ, they are usually inside your third degree, and the seat is buying 30 messages. If you are hiring a kind of person nobody at your company has worked with, the seat is buying the pool, which is a different decision.

The email, when there's no InMail
This goes to a work or personal address, from your own name, with no logo and no attachment. Bracketed fields are the only parts to change. Keep it under 120 words, because the length is the tell.
Subject: [Your Kafka rebalance write-up] and a [platform] role at [Loom Health]
Three things are doing the work. The subject line names something they made, so it reads as a reply to their work rather than a broadcast. The role is one specific job with a number attached. And the message offers a way out, which is what makes the yes worth having.
Send it once. Follow up once, eight days later, with something new in it: a detail about the team, a change in the role, a question about the thing you read. Then stop, and write the date in your list.

Yes, for search and for profile reading. A free account searches first, second and third degree profiles, filters by current company, location, school and keyword, and lets you send connection requests with a short note. What you can't do is search past the third degree or send InMail.
What's the LinkedIn commercial use limit?
It's a monthly cap on profile searching and viewing that LinkedIn applies when your activity looks like hiring or prospecting. How many InMails do you get with LinkedIn Recruiter?
LinkedIn's own product comparison lists 30 InMails per month on Recruiter Lite and 150 per month on Recruiter. A free account gets none. That is the number to weigh a seat against. A seat buys metered messages to strangers rather than access to the profiles.
How do you contact a candidate without InMail?
Email, a connection request with a note, or an introduction from someone who already knows them. Email is the strongest of the three because it isn't metered and it does not sit in a message tab the person checks once a week. Work addresses follow a pattern you can usually confirm from a public profile or a code commit.
Is LinkedIn Recruiter Lite worth it for a small team?
It's worth it when your candidates sit outside your third degree, which usually means senior, niche or geographically distant roles. For a team hiring people who look like the people they already employ, the third degree covers most of the pool and the 30 monthly InMails are the only real gain. LinkedIn does not publish the price of either tier on its comparison page.
What can free LinkedIn search filter by?
Keyword, current company, past company, location, school, industry and connection degree, plus the connections-of view on a person's profile. The filters a seat adds are the recruiting-specific ones: years of experience, skills, seniority and open-to-work signals. Most of those can be approximated with keywords and a careful reading of the profile.
