What hasn't changed is what each tool can see. LinkedIn searches LinkedIn: the people who accepted a connection request, ranked by degree. It knows nothing about who you email, who you meet, or who never joined. By fit to the question first, then by relationship strength: how often and how recently you and the person have emailed and met, in both directions, from headers and calendar entries. Each result says why it matched and how you're connected, whether directly, through a friend, or through a group.

Yes, when you ask. Web search extends a query past your own network to public professional profiles, and every profile is enriched with external data so titles and companies are current. Results you have a path to are shown as such; results from the web start cold.
